The topic is: OMB “Supercircular” - Understanding the new uniform regulations for federal grant recipients.

On December 26th, the Office of Management and Budget (OMB) published the final rule for the Uniform Administrative
Requirements, Cost Principles, and Audit Requirements for Federal Awards, also referred to within the research
administration community as the “Supercircular.” The Supercircular consolidates eight grants‐related circulars into one
uniform set of regulations for all grant recipient entities. OMB designed the Supercircular to reduce the administrative
burden on recipients, improve transparency of the federal awards process, and protect federal funds from waste, fraud,
and abuse. The Supercircular contains numerous policy changes for grant recipients, awarding agencies, and auditors.
