House Approves DATA Act

Last week, we reported on a bill, the Digital Accountability and Transparency Act ("DATA Act"), that impacts federally funded sponsored research by creating more standardized reporting.  The bill, which next goes to the Senate, would establish a new entity, the Federal Accountability and Spending Transparency Board (or Commission), which will collect and review information from entities that receive federal funds in order to streamline federal reporting across agencies into one portal with better accountability for spending. The bill was passed by the House by voice vote.

Upcoming RMAS audit

RMAS will soon begin a university-wide sponsored audit of administrative costs that were direct-charged to federal awards.  The audit will evaluate the processes and controls of staff and management who have responsibility for the origination or approval of direct cost transactions.   Some examples of administrative direct costs include clerical salaries, supplies and materials, printing, conference fees, non-library books, telephone and communications, travel and entertainment and computers.

NASA Assurance Information

In guidance documents issued in February 2012, NASA has explained that the current appropriation bills (NASA’s 2011 continuing resolution and NASA’s fiscal year 2012 appropriation) contain a funding restriction with respect to China. As a result, NASA is now requiring Harvard to complete an official Assurance to ensure that this funding restriction is put into practice. Specifically, the funding statute states that none of the funds appropriated may be used by NASA to:

GMAS outage – April 13th at noon

There is a GMAS release coming up over the weekend of April 13th, 2012. One of the major components of the release is a technical upgrade of the document repository. Performing this upgrade will allow GMAS to effectively support the (very popular) document repositories. We are working through many details now in order to prepare for the release. In order to effectively manage this critical system release, GMAS will be down starting at noon on Friday, April 13. GMAS will be available at the start of the business day on Monday, April 16. Effort Reporting Update: Business As Usual As We Consider Options

Many of you may be aware that there is an initiative underway to automate effort reporting and salary certification via a new University wide system.  The University-wide group working on this initiative is called HERSCI (Harvard Effort Reporting and Salary Certification Initiative) and meets biweekly; major decisions are guided and approved by an Executive Committee which meets every other month.  The HERSCI team is currently refining technical requirements for a new system.  A decision was recently made by HERSCI to include a way to enter and track committed effort as part

NIH Inflation Increases Discontinued

Inflationary increases for future year commitments will be discontinued for all competing and non-competing research grant awards issued in FY 2012, however adjustments for special needs (such as equipment and added personnel) will continue to be accommodated.

FY 2012 awards that have already been issued will be revised to adjust the award level and future year commitments in accordance with these principles.

Consolidated Appropriations Bill Lowers the NIH Salary Cap
